Joseline went to buy a soda from a nearby store after her mother fell asleep. Two Venezuelan gangsters allegedly kidnapped and killed her, then threw her off a bridge because they thought the flowing water would hide their DNA.

“That Monday morning, June 17th, was terrifying,” Nungare testified. “Waking up to find my child missing and frantically searching the area where her phone was located just two minutes from her home, driving to that exact location to see crime scene tape and officers near the bridge.”

He said officers were unable to respond at the scene. But 45 minutes later he received a call from police asking him to come to the city.

“I’m still holding on to hope that my 12-year-old daughter is still out there somewhere,” she said. “They took me to a floor called the homicide division.”

Detectives asked her about the previous evening, then told her they had recovered a body they believed was her daughter’s. The police found Jocelyn was naked from the waist down, with her wrists and ankles bound. Investigators said she had been strangled.

“My heart was broken. I couldn’t believe what I was told,” Nungare said.

She said that she cannot even imagine what a terrible situation her daughter must have gone through in her last moments.

“They saw a little girl, my daughter Joselyn, and targeted her without warning,” she said. “They were seen on video at 12:57 a.m. on June 17, crossing the street on the bay side under the bridge. At 3:04 p.m., only two illegal immigrants got out. They were there for a full two hours. I can’t even fathom what was going on in Joselyn’s mind, how scared she was feeling in the last moments of her life.”

Two Venezuelan men, Johan José Martínez-Rangel, 21, and Franklin José Pena Ramos, 26, have been charged with her murder. Both were captured earlier this year but were released into the US interior – just weeks before Joslin was killed.

Nungare said one of the suspects reportedly confessed to doing “something bad”. The two had reportedly asked their boss for money in a failed attempt to leave the city.

“Such people have no heart,” Nungare said. “They are nothing but demons who are predators, and we allow such people to enter this country freely.”

The grieving mother joined other victim’s families to testify at the hearing in a bid to close the border to illegal immigration and persuade the government to crack down on illegal immigrants. Migrant crimes,

“Because of the Biden-Harris administration’s open border policies, the catch and release policy, they were enrolled in the Alternatives to Detention program,” Nungare told lawmakers. “That meant they were released into the United States. Not even three full weeks had passed before they took the life of my daughter, Jocelyn Nungare.”
