DHS also revealed in the subpoena response that as of October 2023, approximately 1.6 million applicants were waiting for DHS approval to fly to the US through the parole program.

“All persons paroled into the United States are, by definition, inadmissible, including those found on parole under CHNV procedures,” DHS said in response to its subpoena.

DHS has said that people who enter the US under the program must undergo “robust security screening” as well as other eligibility criteria.
