IIT Bhubaneswar’s NIRF slide: A warning for Odisha’s higher education

In 2017 when the National Institutional Ranking Framework (NIRF) introduced the overall ranking system, IIT Bhubaneswar It was ranked 66th. In the last seven years, instead of moving up, IIT Bhubaneswar has lost points and has dropped out of the list of top 100 educational institutions in the country.
The ranking of IIT Bhubaneswar is completely opposite to the ranking of IIT Bhubaneswar. IIT HyderabadBoth were founded in 2008. In 2017, the Hyderabad-based institute was ranked 26th. This year, it has moved up to 12th, showing its rapid progress over the years.
In comparison, IIT Bhubaneswar’s fortunes have been slowly going downhill. In 2018 and 2019, it improved its ranking to 51 and 46 respectively. This raised hopes. Then came Covid and the downward slide began.
From 56th place in 2020, it slipped two places in the rankings the next year to 65th in 2022 and 91st last year. This year, the situation was even worse as it was placed in the 101-150 bracket.
This disease is visible everywhere. In engineering, IIT Bhubaneswar secured 54th rank with 52.54 marks, while IIT Hyderabad was ranked eighth with 71.55 marks. IIT Bhubaneswar could not even make it to the top 10. innovation IIT Hyderabad stood first in the category list, while IIT Hyderabad stood third.
IIT Bhubaneswar got 35.88 marks out of 100 Research and 33.72 marks out of 100 in Professional Practice (RP) and 33.72 marks out of 100 in Perception. In comparison, the Hyderabad institute got 57.5 marks in RP and 65.31 marks in Perception.
Research and Professional Practice has five sub-parameters which include Publications (PU), Quality of Publications (QP), IPR and Patents, and Footprint of Projects and Professional Practice (FPPP).
Surprisingly, IIT Bhubaneswar got only 0.75 out of 15 in IPR and Patent, 2.27 out of 10 in FPPP, 16.03 out of 30 in PU and 16.83 out of 40 in QP.
This shows that the institute needs to focus on research work, filing patents, publishing good research articles, bringing both sponsored and consultancy projects as well as improving other parameters.
What is the problem with IITBBS?
IIT Bhubaneswar director Shripad Karmalkar feels all is not lost. He said their overall NIRF score has improved marginally and the perception about IIT Bhubaneswar has gone up by 36%. “Also, we maintained UG placements at 86%, while some IITs saw a significant drop. Yet our rank dropped,” Karmalkar said, citing two major reasons for this.
First, other institutions improved their scores. Faculty The number of members is a key parameter in the ranking system. “Though our current strength of 200 teachers is comparable to other institutes with similar student numbers, only 124 of our teachers were selected for NIRF 2024. This is because, unlike other institutes, 76 of our teachers joined after September 2022. But NIRF 2024 considered only those who had taught for at least two semesters till March 2023, when the data for NIRF 2024 was captured,” said Karmalkar.
Curriculum reform
The director said that due to the institute’s recruitment policy, the number of faculty members teaching for at least two semesters will increase to 181 – which will be considered for NIRF 2025 – and will go up to over 200 in the subsequent year. Hence, this parameter of NIRF will improve significantly.
“Along with this, we are working on improving other NIRF parameters such as number and quality of publications, number of patents and annual expenditure on research and teaching. To increase research expenditure, our faculty members are aggressively pursuing more research and consultancy projects of greater value. Also, we are improving our process for equipment purchase, so that more funds can be utilised within a year,” the director said.
Karmalkar expects that these and many other measures will lead to an improvement in IIT Bhubaneswar’s ranking in the coming years. “For next year’s ranking, our research and development grants and number of patents have increased by about 250%,” said Karmalkar.
NIT Rourkela shines!
amid poor performance of the government higher education National Institute of Technology (NIT) Rourkela is the standout among the institutes in Odisha in the overall ranking of NIRF 2024. This year, the institute has secured 34th rank in the overall category of NIRF. It has secured 19th rank in the Engineering category and has made it to the top 50 institutes in India in the innovation category. It has also got 30th rank in the category of research institutes.
The national institute has got 50.54 marks out of 100 in research and professional practice (RP). In intellectual property rights (IPR) it has got 2.5 marks out of 15, while Utkal University got zero marks and IIT Bhubaneswar got 0.75 marks. Its perception index is 17.02 out of 100.
