us President Joe Biden Prime Minister Modi hosted Australian Prime Minister Anthony Albanese and Japanese Prime Minister Fumio Kishida for their farewell summit in his hometown of Delaware on Saturday.
India’s participation in Saturday’s sixth Quad summit is in line with New Delhi’s “Act East” policy and PM Modi’s efforts to forge deeper engagement with East Asian countries.
According to sources, at the summit, Prime Minister Modi described the grouping as a “force for global good” and said “it is here to stay, to partner and to contribute.”
“The Prime Minister described the Quad as a means for rapid integrated assistance delivery,” sources said.
Without naming China, which is engaged in a standoff with India at the Line of Actual Control (LAC), PM Modi said the Quad is not against anyone but for a rules-based international order and respect for sovereignty.
In his opening speech, Modi said, “A free, open, inclusive and prosperous Indo-Pacific is our priority.”

Quad Leaders’ Cancer Moonshot Event
Prime Minister Narendra Modi announced US$7.5 million support For sampling and testing kits and vaccines to combat cervical cancer under India’s “One Earth One Health” vision.

- India has announced a new category of scholarships for students from the Indo-Pacific region, enabling them to study a 4-year undergraduate engineering programme at an Indian Government-funded technical institution.
- As part of Quad’s activities in the space sector, India is setting up a space-based web portal for Mauritius to help monitor extreme weather events and climate impacts.
- Serum Institute of India, in partnership with Gavi and Quad, has committed to support an order of 40 million HPV vaccine doses for the Indo-Pacific region.
- India has announced a new category of scholarships for students from the Indo-Pacific region to help them study a four-year undergraduate-level engineering programme at an Indian government-funded technical institution.
- In the area of sustainable and resilient port infrastructure, India will host a capacity building workshop with the Coalition for Disaster Resilient Infrastructure (CDRI).
Boost to Quad Infrastructure
At the quadrilateral meeting, members agreed to use the collective expertise of the Quad to support the development of sustainable and resilient port infrastructure in the Indo-Pacific region.
Under this initiative, Quad partners will share practices to ensure that our ports are able to maintain an acceptable level of service and infrastructure for vessels, cargo and other customers in the event of disruptions (such as pandemics, natural disasters and cyber or terrorist attacks); this varies with the port’s size, location and type of operation.
At the meeting, the first-ever “Quad-at-Sea Ship Observer Mission” was announced for 2025, aimed at “improving interoperability between our coast guards and advancing maritime security in the Indo-Pacific region”.
Logistics Network
The Quad Indo-Pacific Logistics Network Pilot Project will be launched to advance shared airlift capability between our countries and leverage our collective logistics strengths to more rapidly and efficiently support civilian response to natural disasters in the Indo-Pacific region.
A “Semiconductor Supply Chain Contingency Network Cooperation Memorandum” was announced, which will leverage the complementary strengths of Quad partners to realize a diverse and competitive market and enhance Quad resilience in semiconductor supply chains.
