Kharge also reiterated the Congress party’s unwavering commitment to restore full statehood to Jammu and Kashmir. “Our priority is to restore statehood, everything else comes later,” he said.
The Congress president also reaffirmed the party’s support for reservation policies and defended the alliance with the BJP. Kharge also announced seven guarantees for Jammu and Kashmir on behalf of his party, which mainly focused on restoring statehood to the region. Additionally, he vowed to implement a health insurance scheme that will provide coverage of up to Rs 25 lakh to every family in the Union Territory.

The party has also promised financial assistance to women, including a monthly benefit of Rs 3,000 to the female head of the family and an interest-free loan of Rs 5 lakh. Apart from this, the Congress party has assured that the rights of OBCs will be protected as per the Constitution and 1 lakh vacant posts will be filled immediately if it comes to power.
Describing the Congress party’s promises for Jammu and Kashmir, he said, “A monthly benefit of Rs 3,000 will be given to the female head of the family. Women will also be given an interest-free loan of Rs 5 lakh… OBCs will get their rights enshrined in the Constitution… When we come to power, 1 lakh jobs will be vacant, they will be notified immediately…”
Congress party leader Mallikarjun Kharge criticised the BJP for failing to fulfil the promise of providing 5 lakh jobs during its five-year tenure in the Union Territory. He accused the BJP of not taking any significant steps for the development of Jammu and Kashmir.
Kharge said, “The BJP had said they will provide 5 lakh jobs but they have been here for 5 years but they have done nothing.”
When asked about BJP leader Devinder Rana’s statement about National Conference leader Omar Abdullah’s meeting with BJP, Kharge dismissed it as an old incident and insisted that they are now in alliance. Kharge also said, “The alliance with National Conference for the JK assembly elections was necessary to remove BJP from politics.”
According to Election Commission data, the first phase of Jammu and Kashmir assembly elections concluded with 61.13 per cent polling on September 18. Voting was peaceful in 24 constituencies in seven districts, including 16 seats in Kashmir region and eight seats in Jammu region.
Among the districts, Kishtwar recorded the highest polling of 80.14 per cent, followed by Ramban at 70.55 per cent, Doda at 71.34 per cent, Kulgam at 62.60 per cent, Anantnag at 57.84 per cent and Shopian at 55.96 per cent.
Many political parties and independent candidates are participating in the elections in Jammu and Kashmir. The National Congress and the Congress have formed an alliance, although they are also fighting a friendly contest on some seats.
It is noteworthy that this is the first election in Jammu and Kashmir after the abrogation of Article 370. Political leaders have conducted intensive campaigns to increase the chances of their party candidates.
The second and third phases of polling in Jammu and Kashmir will be held on September 25 and October 1 respectively and the counting of votes will take place on October 8.
